The beltway is outside the boundaries of dc. No one in their right mind drives there. Much quicker to walk or take metro. So many lights you can't ever get up any speed.

That's because the average speed is 1/2 mile per hour. You can actually get there faster by walking.

with the number of out of town high school visitors; the strange layout of streets and circles and diagonals courtesy of the French architect and the amount of rain; snow (slowly removed) and vast numbers of lost tourists from all over the world would indicate that if these numbers are correct there are some very fortunate teen drivers in DC

A clear case of how powerful statistical analysis can be. They can prove damn near anything.

Yeah, but with all of the factors such as fewer teenagers per capita, the horrible (thus slow driving) traffic and availability of public transportation...

Interesting that a place where you are more likely to be shot that in Bagdad would be a place young people would be safe drivers. Maybe they are smart and just stay home to avoid the gunfire.

Sure, not too many places to drive without getting shot, so they don't.

Sure they should have the best rating. DC roads have very limited speed limits and are almost always very congested. But they should have that rating for all ages as well as teen drivers. Not many teen drivers in DC.

Is this based on the average per square mile compared to the number of teens. Probably not.

I guess it isn't the teens we need to worry about in DC, it is the adults that claim they are running the country.

Why D.C. ranked first,

From the article " The District topped the list by having some of the most rigorous laws in the country governing driver's license requirements for teens, banning text messaging for all drivers, and using automated traffic cameras to curtail speeding, according to the analysis of the data U.S. News gathered from the U.S. Department of Transportation, the U.S. Census Bureau, the Insurance Institute for Highway Safety, and the Advocates for Highway and Auto Safety. South Dakota, at the bottom of the list, allows teenagers to drive at age 14 and has some of the nation's more lax laws regarding driving while intoxicated or distracted. The rest of the top 10 were (from second to 10th) California, Colorado, Maryland, Illinois, New Jersey, Oregon, Minnesota, Utah, and Washington."

There could be a couple of reason for this.

One thing could involve the population of D.C.
Most of that population live outside D.C. in Maryland and Virgina.
Another thing could also involve transportation. Like other large cities, such as New York, Chicago, and Philidelphia, there is a large public transportation system of buses, subway, and a large railroad station.

Of course there is also a high amount of security, due to the government being around, for example, the capital, white house, department of state, and supreme court. There are hast to be a lot of guard around there.

Okay - but DC is so tiny that it's like saying Pt. Roberts, WA is the safest place to live in America. (NOTE: Pt. Roberts is only accessible by boat or airplane unless you drive thru Canada.)
